Manipur State Data Centre (MSDC)
Background
The Manipur State Data Centre (MSDC) is a core infrastructure project under the Digital India Scheme, funded by the Ministry of Electronics and Information Technology (MeitY). Serving as the central repository for government data, applications, and websites, MSDC supports various Government Departments, PSUs, and agencies in Manipur.
Operational since January 10, 2013, MSDC played a crucial role in hosting government applications. However, after its Operation & Maintenance (O&M) contract expired on September 30, 2018, several challenges arose:
- End-of-Life (EOL) Equipment: Servers, storage, and networking devices had exceeded their lifespan.
- Lack of OEM Support: Maintenance and security updates were no longer available.
- No Additional Funding: MeitY did not allocate funds for hardware replacement or maintenance.
To ensure service continuity, the Government of Manipur approved migration to a cloud platform.
Cloud Migration
Following a competitive tender, M/s Minify Technologies Private Limited, an AWS-managed service provider, was selected. Currently, MSDC utilizes:
- 93 vCPUs for processing
- 418 GB RAM for application performance
- 3.5 TB storage on AWS Cloud
While most government applications migrated to the cloud, some remained on-premises due to feasibility constraints, including:
- Crime and Criminal Tracking Network System (CCTNS) – A critical law enforcement application.
- GST Network Infrastructure – Essential for tax processing and revenue collection.
- North Eastern State Data Repository (NeSDR) – A regional data repository.
- Manipur SWAN – Government connectivity infrastructure.
To support these, M/s Beamon Technologies Private Limited was contracted on September 28, 2020, for maintenance services.
Revival and Reactivation of MSDC
To reduce cloud dependency and enhance data security, MSDC was revived in 2020 with an advanced Hyper-Converged Infrastructure (HCI), enabling:
- On-premises hosting of sensitive government applications.
- Improved resource utilization through integrated compute, storage, and networking.
- Cost efficiency by reducing reliance on third-party cloud services.
Now, key services like eBudget, Unified Portal, Professional Tax, eGazette, Loucha Pathap, and other government applications are securely hosted on MSDC.
Current Status & Future Plans
- 84 Virtual Machines (VMs) run essential government services.
- 104 TB storage supports increasing data needs.
- Migration from AWS Cloud to MSDC is in progress, enhancing security and operational control.
Further upgrades are planned to support full migration, host upcoming government applications, and expand capacity for future digital initiatives, ensuring a secure, reliable, and self-sustained digital infrastructure for Manipur.
