The Manipur Right of Way (RoW) initiative was first launched to streamline the deployment of both overground (mobile towers) and underground (Optical Fiber Cables – OFC) telecom infrastructure across the state.Initially introduced under the Manipur RoW Policy, 2019, it has now been integrated with the Telecommunications (Right of Way) Rules, 2024 to facilitate easier approvals for mobile towers and fiber optic networks.
With the Telecom Infrastructure Facilitation and Management System (TIFMS), Manipur has digitized the entire RoW process, enabling telecom providers to apply, track, and receive approvals online. This system has already approved 132 applications for mobile towers, significantly expanding connectivity to remote areas.
Through these initiatives, Manipur is committed to achieving comprehensive 4G connectivity, advancing digital inclusion, and empowering its citizens with access to essential digital resources and opportunities.
