Common Services Centre (CSC)
The Scheme creates a conducive environment for the private sector and NGOs to play an active role in implementation of the CSC Scheme, thereby becoming a partner of the government in the development of rural India. The PPP model of the CSC scheme envisages a 3-tier structure consisting of the CSC operator (called Village Level Entrepreneur or VLE) the Service Centre Agency (SCA), that will be responsible for a division of 500-1000 CSCs and a State Designated Agency (SDA) identified by the State Government responsible for managing the implementation over the entire State. Manipur State IT Society (MSITS) is the designated Agency. Towards successful operations of these CSCs, Government of Manipur has provided VSATs and Solar Power Packs to resolve the internet connectivity and power issues. Physical progress of CSC in Manipur is as under:
995 CSCs are fully functional.
- State Government had authorized and declared all CSCs to be Permanent Aadhaar enrolment centre.
- Pradhan Mantri Digital Shaksharta Abhiyan (PMGDISHA) is being taken up at these CSCs to provide Digital Literacy in the rural areas of the State.
- To provide banking services to the unbanked areas in Manipur, CSCs has been appointed as Business Correspondence (BC) under SBI, Vijaya Bank and Punjab National Bank.
- Digital Finance Inclusion, Awareness & Access is being carried out at these centers to promote cashless economy.
- Under CSC 2.0, 2 nos. of District Manager and 1 State Manager for CSC has been appointed for each district to facilitate implementation of Common Service Centers.
- The union Ministry of Electronics and Information Technology under its Digital India Programme have announced Karang as the “First Cashless Island in India” under its Digital India Programme, on 13th January, 2017.
- Commissioner (Finance) Government of Manipur along with Department of Information Technology has implemented Jeevan Pramaan in the State of Manipur and On boarding of Treasury/Sub-Treasury Offices to the Jeevan Pramaan Portal, has issue order and authorise Common Services Centre to carried out registration of Digital Life Certificate in Jeevan Pramaan Portal for the pensioners.
- 129 CSCs has taken an initiative in organizing a Legal Literacy sensitization camp in different districts of Manipur and CSCs has taken an initiative and setup 18 Para Legal Volunteer (PLV) in different part of district to fulfill the objective of Legal Literacy program LLP
Status:
- District e-Governance Society: (DeGS) supports the Common Service Centres (CSCs), throughout the Districts for providing G2C services.
- Connectivity Status: To ensure the availability of internet connection at the CSCs including in remote areas, CSCs has been provided with BSNL Wimax or Broadband or 3G connectivity wherever feasible.
- Power Status: The functioning of 399 CSCs under Phase-I CSCs in Manipur has been hampered by non-availability of power supply. To overcome this hurdle, the DIT, Govt. of Manipur is providing Solar Power packs to all the 399 CSCs in Manipur.
- Special Team: Under District e-Governance Society of each district, a Special Team has been constituted for the effective implementation & monitoring of functioning of Common Service Centres.Overall functioning of the CSCs throughout India are being monitored by the CSC Special Purpose Vehicle (SPV) Team.

State Data Centre
State Data Centre (SDC) is one of the core infrastructure components to consolidate services, applications and infrastructure to provide efficient electronic delivery of G2G, G2C and G2B services under National e-Governance Plan (NeGP). State Data Centre acts as a mediator and convergence point between open unsecured public domain and sensitive Government environment. It hosts all Government critical data, applications and websites. Manipur State Data Centre (MSDC) was set up in Ground Floor, West Block New Secretariat Building Imphal to act as a central repository of all data and applications/websites for the entire Government of Manipur. Manipur SDC has a capacity of 15 Terabytes of Storage.
M/s Reliance Communications and Infrastructure Limited (RCIL) is the Data Center Operator (DCO) and has undertaken the design, site preparation, supply, installation, operation and maintenance of physical and IT infrastructure of the Manipur State Data Centre (MSDC).
Implementation works viz. design, site preparation, supply, installation of physical & IT infrastructure and Final Acceptance Test (FAT) of the MSDC was also completed on 10th January, 2013. MSDC is now fully functional and operational.

Hosting Services available at the Manipur SDC:
For all Co-location and Shared Hosting Model necessary Redundant Power, Precision Air-conditioning, Firefighting controls (fire detection and suppression systems), Physical Access controls, 24×7 Monitoring Support would be provided by MSDC.
Shared hosting services: The user Department shares the server resources along with other users while the server is owned, maintained, administered by the Manipur SDC.
Co-location services:
- The user Department/ organization shall procure all server hardware.
- The concerned department/ organization need to procure all necessary Operating system and Database licenses.
- Network and Security services consist of 2 options – (a). Use MSDC network and security services. (b). Provision own network and security services.
- Storage services: There are two options available (a). Use MSDC SAN storage. (b). Provision own SAN storage.
- Backup services: There are two options. (a) Use MSDC backup facility. (b) Provision own.
Staging facility:
Staging services facility for testing.
Staging server would be accessible from Intranet (MSWAN).
Highlights of the Manipur SDC:
a. Status of Manipur SDC is:
i. SDC is fully operational & functional.
ii. Disaster Recovery (DR) site ready for SDC Manipur.
iii. ISO 270000 and ISO 27001 Certified.
iv. GST (Goods & Services Tax Network) is being facilitated from MSDC.
v. Till date, 12 websites and 4 applications are being hosted at Manipur SDC.
vi. NICNET services are hosted at co-location mode.
b. The contract for the Data Centre Operator (DCO), M/s RCIL was expired on 9th January, 2018. Government of Manipur has approved migration of all applications/websites presently hosting at the Manipur SDC to Cloud Platform.
c. Tender for selection of Cloud Service Provider (CSP) from the CSPs empanelled by Ministry of electronics & Information Technology (MeitY), Government of India was released on 11.04.2018. The tender process for selection of CSP is targeting to complete by May, 2018.
d. Further, a commercial Data Centre will be set up by using the existing floor space and infrastructure of Manipur SDC. Express of Interest (EOI) from interested bidder will be invited. Preparation EOI document is in final stage.
Capacity Building Schemes
Capacity Building Scheme I:
The Capacity Building Scheme under the National e-Governance Plan (NeGP) of the Government of India envisions the establishment of an institutional framework for State-Level decision-making.
Capacity Building Scheme addresses the critical ‘ Human Resource Development ‘ and ‘Training’ components of NeGP to provide technical and professional support to State Level Policy and Decision making bodies and develop specialized skills for e-Governance initiatives.
The Scheme envisions:
- Establishment of Institutional framework for State Level Strategic Decision making for State e-Governance program
- Setting up of State e-Governance Mission Team (SeMT) in the State.
- Imparting of specialized training and orientation programme for SeMTs and decision-makers (Public functionaries, State Legislature and Senior Bureaucrats.
- Knowledge sharing through e-Governance related training and bringing international best practices to the implementation of initiatives.
- Strengthening of Training Institutions in the State.
Status:
- Program Steering Council (PSC) chaired by Hon’ble Chief Minister formed
- SeGP Apex Committee chaired by Chief Secretary formed.
- Project e-Mission Teams (PeMTs) for Mission Mode Project Departments formed.
- A total of 20 nos. of Trainings conducted including one Leadership Meet for MLAs covering 499 participants under the implementation of Capacity Building –I.
- A total of 9 trainings conducted covering 65 participants under the implementation of Capacity Building –II.
- State Academy of Training (SAT), Manipur strengthened with the provision of IT Infrastructure and development of Governance Training Cell with a capacity of 40 Systems, UPS, LCD panel, Multi seats, Chairs, Cupboards and Bulletin board.
Capacity Building II:
The Capacity Building (CB) Scheme I was approved in 2008 for taking National e-Governance Plan (NeGP) forward across the country. The scheme aimed/focussed on providing technical and professional support to State /UTs level policy and decision making bodies and to develop specialized skills for e-Governance. This Phase I of the scheme got over on 9th January, 2015.
The Phase II of CB Scheme has been approved from 10th January, 2015 for supporting States/UTs and central line Ministries for implementing Digital India.
In order to address the challenges /gaps in holistic manner and support at NeGP to achieve its goals through engaging experts, developing skills and imparting specialized trainings. In CB phase I the approach was built around training government officials at different levels (Leadership & Vision/Policy level, Programme level i.e. State level, Project level, Department level).
In Capacity Building Phase II, to achieve the objectives of enhancing skills, with the desired speed and scale, leveraging technology platforms is necessary. Therefore, a Knowledge Management System (KMS) & Learning Management System (LMS) for e-Governance is being developed so that, government officials from all departments working on e-Governance projects and collaboration and knowledge community for a through LMS & KMS anytime anywhere. The LMS approach can be blended with face to face instructor led trainings.
An important activity in Capacity Building II approach is to collaborate with the Administrative Training Institutes across the country.
In order to reach and achieve maximum numbers of coverage of government officials, the trainings will be conducted at the training and capacity buildings institutes of the State governments, with support from NeGD.
The following training Programmes, apart from the development of the LMS and the KMS are being taken up in the e-Gov Capacity Building Scheme phase II:
- Leadership Meet (LM): To sensitize the political and policy level to develop their support and commitment in taking the e-Governance Project forward for improving the Government Service Delivery for the benefit of citizens at large.
- Chief Information Officer (CIO): Building Capacities within the Government through enhanced knowledge and skills of Government Officials is critical to the success of e-Governance in India.
- Thematic Workshop: To conduct theme-based workshops for various levels of Government Offices from States /UTs and Centre.
- Specialized training programmes (STeP) for State /UTs: To develop skills within the State/UT government department in specific processes, management, frameworks, standards, soft skills, etc. These trainings will primarily be addressed to develop requisite competencies in all the key Mission Mode Projects (MMPs) in specific areas, in addition to other ICT related initiatives.
- Specialized Training Programmes (Step) for Line Ministries: Building capacities within the Central departments through enhanced knowledge and skills of Government Officials is critical to the success of e-Governance in India. Specialized skills and knowledge are crucial to the success of e-Governance projects – to drive a project from the concept stage to the full-fledged implementation and rollout stage.
- SeMT Orientation: To develop a common understanding of e-Governance projects and initiatives at the National and State Level, and have clarity on the roles and responsibilities of SeMTs.
- Online Trainings / Technical Certifications: In Capacity Building Phase II e-Governance training to be delivered online (Complete package as well as a blended package) and technical certification training to be also introduced for encouraging greater participation in the Government. A methodology of Learning Levels will be adopted which could lead to a learning path for officers to take the next steps to get trained.
Partnership with the Administrative Training Institutes for managing end to end training for different programmers, developing faculty content development and infrastructure support in e-Governance are being explored.
Status:
The following trainings and workshops have been conducted in the year 2017-18:
- 2 (two) days Workshop on Government e-Marketplace (GeM) for 250 nos. of State Government Officials and Government Suppliers and Vendors on 10th & 11th August,2017.
- 2 (two) nos. of Hands-on-training on e-Cabinet Application for 59 nos. of Nodal Officers and Deputy Nodal Officers of the Departments on 27th April and 31st May, 2017.
- Training on Certificate Course on Computer Concept, Installation, Assembly, Repair and Maintenance of Electronic Appliances, Solar LED Lighting Products Design & Manufacturing for 273 no. of trainees through NIELIT, Imphal.
- Training on “Information Technology and its application to e-Governance” to 80 Government Officials through SAT, Takyelpat.
- Training on Project Management (PRINCE2) for 25 nos. of Government Officials through NISG, Hyderabad.

State Wide Area Network
Overview of the Project:
State Wide Area Network (SWAN) is going to be the key factor for successful implementation of e-Governance in the state of Manipur. This network shall have a Data, Voice and Video transmission and dissemination. The network shall be utilized for the inter-Departmental connectivity, multi-user and multi-service facilities, video conferencing, email, on-line application processing and query. SWAN shall enable better communication and information sharing to allow the officers to work more effectively, resulting in cohesive administration. The implementation of SWAN will cover strengthening of existing and future intranet at the State Secretariat, CM Secretariat, Government Departments in the state capital, District Headquarters, Block Headquarters with the existing and proposed gateway infrastructure.
Network Layers:
The entire MANIPUR SWAN Network would be built vertically on three layers of Network connectivity, which would be:
- Primary Tier consisting of State Head Quarter (SHQ)
- Secondary Tier consisting of District Head Quarters (DHQs)
- Tertiary Tier consisting of Block Head Quarters/ Sub-Divisional Head Quarters (BHQ/SDHQs)
Backbone Connectivity:
To ensure stable & reliable connectivity at the District Head Quarters and to support the existing SWAN network, DIT, Manipur has provided a bandwidth capacity of 40 to 50 MBPS using the wireless technology, so as to enable better communication and information sharing to allow the officers to work more effectively, resulting in cohesive administration to the following District Head Quarters:

POINT OF PRESENCES (POPS):
The Point of Presence (PoP) is a network distribution hub which is located in the State Headquarter (SHQ), District Headquarter (DHQ) and Block Headquarter (BHQ). All the Internet/Intranet will be provided to various offices through PoPs. The SHQ, DHQ and BHQ POPs will be located at the Secretariat Building, DC’s Offices and BDO/SDO’s Offices respectively. e-District
